They are responsible for directly educating, managing and supervising Party members and organizing, publicizing, rallying and serving the people, the circular said.  At present, to advance the great struggle, great project, great cause, and great dream, we must implement the Party's organizational line in the new era, give more prominence to the building of Party branches, strengthen the standardization and standardization of Party branches, and constantly improve the quality of Party branch construction.

 The formulation and implementation of the Regulations are of great significance for strengthening the building of the Party's organizational system, promoting the extension of comprehensive and strict Party governance to the grass-roots level, comprehensively enhancing the organizational capacity of Party branches, strengthening the political function of Party branches, and consolidating the organizational foundation of the Party's long-term governance.

Chapter I General Provisions

 To enact these regulations.

Chapter II Organizational Setup

Article 4 The establishment of Party branches is generally based on units and regions, and separate establishment is the main method. Party branches shall be established in enterprises, rural areas, government organs, schools, scientific research institutes, communities, social organizations, companies (central) of the People's Liberation Army and Armed police forces, and other grass-roots units with three or more full Party members.

The number of Party members in a branch generally does not exceed 50.

Article 5 Innovate the form of establishment of Party branches in light of the actual situation, so as to cover all Party organizations and Party work.

A Party branch shall be established in a large-scale, cross-regional specialized farmer cooperative organization, specialized market, commercial block, commercial building, etc., where the conditions are met.

Units with fewer than three full Party members shall establish a joint Party branch in accordance with the principles of geographical proximity, close trade, appropriate size and ease of administration. The joint Party branch covers no more than 5 units.

A Party branch shall be established for projects or working projects lasting more than six months that meet the requirements.

If there are a large number of floating Party members and their working or living places are relatively fixed and concentrated, the Party organization in the place where the floating Party members are flowing should go together with the Party organization in the place where the floating Party members are flowing, and establish the Party branch of floating Party members based on the park, chamber of commerce, trade association, and local offices abroad.

Article 6 Generally, the establishment of a Party branch shall be applied for by the grass-roots unit, and the township (sub-district) or grass-roots Party committee of the unit shall hold a meeting to study and decide on the establishment and give an approval. The approval time shall generally not exceed one month.

After the approval of the primary Party committee, the primary unit shall hold a Party members' conference to elect a Party branch committee or a secretary or deputy secretary of a Party branch without a committee. The approval and election results shall be reported by the primary Party committee to the organizational department of the Party committee at the next higher level for the record.

A Party committee at a higher level may directly make a decision to establish a Party branch in a grass-roots unit as required by its work.

Article 7 For Party branches that no longer meet the requirements for establishment due to changes in the number of Party members or in the units or regions to which they belong, the Party organization at the next higher level shall promptly adjust or cancel them.

The adjustment or cancellation of a Party branch shall generally be reported by the Party branch to the township (subdistrict) or the grass-roots Party committee of the unit for approval, or may be directly decided by the township (subdistrict) or the grass-roots Party committee of the township (subdistrict) or the unit and reported to the organizational department of the Party committee at the higher level for the record.

Article 8 If an organization is temporarily established to perform a certain task, and the relationship between Party members and organizations does not change, a temporary Party branch may be established with the approval of the Party organization at a higher level.

Temporary Party branches mainly organize Party members to carry out political study, educate, manage and supervise Party members, and educate and train active Party members. In general, they do not recruit, punish or dispose of Party members, collect party fees, elect deputies to Party congresses, or replace Party members.

The secretary, deputy secretary and members of a temporary Party branch shall be appointed by the Party organization that approves its establishment.

After the temporary organization is abolished, the temporary Party branch will be abolished naturally.

Chapter III Basic Tasks

Article 9 The basic tasks of a Party branch are:

1) To publicize and implement the Party's theories, lines, principles and policies, and to publicize and implement the resolutions of the Party Central Committee, higher Party organizations and their own Party branches; To discuss and decide on or participate in deciding on important matters concerning their respective districts and departments and units, give full play to the vanguard and exemplary role of Party members, unite and organize the masses, and strive to accomplish the tasks borne by their respective districts and departments and units.

4. Keep in close contact with the masses, publicize the Party's policies to the masses, keep abreast of their criticisms and opinions on Party Members and the Party's work, understand their demands, safeguard their legitimate rights and interests, do their ideological and political work well, and pool the wisdom and strength of the masses. To direct trade unions, Communist youth leagues, women's organizations and other mass organizations in their respective departments and units, and support them in carrying out their work independently and responsibly in accordance with their respective statutes.

5. To educate and train active applicants for Party membership, do a good job in the regular recruitment of Party members, give top priority to political standards, strictly enforce procedures and discipline, and recruit Party members of pure political quality. 8) To inform Party members and the general public of the Party's work and make public relevant intra-Party affairs in accordance with relevant regulations.

Article 10 Party branches in different fields shall undertake their own different key tasks in light of the actual situation:

(1) The Party branch of the village shall comprehensively lead all kinds of organizations and work subordinate to the village, carry out work centering on the implementation of the rural revitalization strategy, organize and lead the peasants to develop the collective economy, take the road of common prosperity, lead village-level governance, and build a harmonious and beautiful village. Party branches in poverty-stricken villages should mobilize and lead the masses to win the battle against poverty.

(2) Community Party branch shall comprehensively lead all kinds of organizations and work in its own community, carry out work centering on consolidating the foundation of the Party's governance in the city and improving people's well-being, lead grassroots social governance, organize and integrate resources under its jurisdiction, serve the community, maintain harmony and stability, and build a beautiful homeland.

(3) Party branches in state-owned enterprises and collective enterprises shall ensure and supervise the implementation of the principles and policies of the Party and the state, carry out work centering on the production and operation of the enterprises, participate in decision-making on major issues of the enterprises according to regulations, serve reform and development, rally the workers and staff, build enterprise culture, and create first-class performance.

(4) Party branches in colleges and universities shall ensure the supervision of the implementation of the Party's educational policy, consolidate the guiding position of Marxism in the ideological field of colleges and universities, strengthen ideological and political guidance, consolidate the foundation of students' ideals and beliefs, carry out the fundamental task of building morality and cultivating people, and ensure the completion of all tasks of teaching, research and management.

(5) Party branches in non-public economic organizations shall guide and supervise the enterprises to strictly observe the laws and regulations of the State, unite the workers and staff, safeguard the legitimate rights and interests of all parties according to law, build an advanced enterprise culture, and promote the sound development of the enterprises.

(6) Party branches in social organizations shall guide and supervise social organizations to practice law and work in good faith, educate and guide workers and workers to enhance their political identity, guide and support social organizations to participate in social governance in an orderly manner, provide public services and assume social responsibilities.

(7) Party branches in public institutions shall ensure supervision of the correct direction of reform and development, participate in important decision-making, serve the growth of personnel and promote the development of undertakings. (8) Party branches in Party and state organs at all levels shall work around service centers and building teams, play their roles in educating, managing and supervising Party members, and assist the administrative heads of their respective departments in accomplishing their tasks and improving their work.

(9) Party branches for floating Party members shall organize them to carry out political studies, lead a good organizational life, conduct democratic evaluation, guide them to fulfill their obligations and exercise their rights as party members, and give full play to their role. In the case of democratic evaluation of floating Party members whose organizational relationship is not with the Party branch, the Party branch in which the organizational relationship is with the Party branch shall be notified.

(10) To publicize and implement the Party line, principles and policies of retired cadres and workers from Party branches, organize Party members to attend study sessions in light of their actual conditions, carry out Party organizational activities, listen to opinions and suggestions, and guide them to play their roles in light of their actual conditions.

The fourth chapter is the working mechanism

Article 11 A general meeting of Party members of a Party branch is the decision-making body of the Party branch. It is attended by all Party members and is generally held once a quarter.

The functions and powers of a Party branch conference are as follows: to hear and examine the work reports of the Party branch committee; To conduct the election of Party branches in accordance with regulations, recommend candidates for deputies to attend Party congresses at higher levels, and elect deputies to attend Party congresses at higher levels; To discuss and vote on the acceptance of a probationary party member or on the promotion of a probationary party member, the extension of the probationary period or the cancellation of the probationary party membership; To discuss and decide on commendation, organization, disposition and disciplinary action for Party members; To decide on other important matters.

Important matters of a village or community, as well as matters closely related to the interests of the masses, must be discussed at a meeting of Party members of the Party branch.

Any topic at a Party branch meeting shall be fully discussed before it is put to a vote. A vote shall be taken only when more than half of the voting party members are present. A vote shall be passed if more than half of the voting party members are present.

Article 12 A Party branch committee shall be the leading body for the day-to-day work of the Party branch.

Party branch committee meetings are generally held once a month and can be held at any time as needed to discuss and make decisions on important work of the Party branch. A Party branch committee meeting shall be held only when more than half of the members are present. Before submitting important matters to the Party congress for decision, they shall generally be discussed at a meeting of the Party branch committee.

Article 13 A Party branch with a large number of Party members or where Party members work or live in relatively scattered places shall, in accordance with the principle of convenience for organizing and carrying out activities, be divided into several Party groups and have a group leader. The leader of a Party group shall be appointed by the Party branch or may be selected on the recommendation of the members of the Party group to which he belongs.

The Party group mainly implements the work requirements of the Party branch and completes the tasks arranged by the Party branch.

Party group meetings are generally held once a month to organize Party members to participate in political study, heart-to-heart talks, criticism and self-criticism.

Article 14 The Party branch secretary shall convene and preside over a general meeting of Party members and a meeting of the Party branch committee. If the secretary is unable to attend the meeting, he may entrust a deputy secretary or a member to convene and preside over the meeting. The Party group meeting is convened and presided over by the Party group leader.

Chapter 5 Organizational Life

Article 15 Party branches shall strictly implement the system of organizational life of the Party, carry out frequent, earnest and serious criticism and self-criticism, and make the political activities within the Party more political, contemporary, principled and combative.

Leading Party cadres shall take the lead in participating in the organizational activities of the Party branches or Party groups to which they belong.

Article 16 The Party Branch shall organize Party members to attend regular Party meetings, group meetings and Party classes, and hold regular meetings of the Party branch committee.

"Three meetings and one lesson" should highlight political study and education, highlight the Party spirit exercise, "two learning and one doing" as the main content, combined with Party members' thoughts and work practice, determine the theme and specific ways, to achieve a variety of forms, solemn atmosphere.

The Party class SHOULD aim at the PARTY MEMBER'S THOUGHT AND THE WORK ACTUAL, THE RESPONSE UNIVERSAL CONCERN QUESTION, PAYS ATTENTION TO THE PERSON AROUND TO SPEAK AROUND THE MATTER, ENHANCES THE APPEAL APPEAL APPEAL. Leading cadres of Party members shall regularly give Party lessons to grassroots members, and secretaries of Party committees (leading Party groups) shall give Party lessons at least once a year.

The Party branch holds a theme Party day on a relatively fixed day every month to organize Party members to study intensively, live organizational life, carry out democratic discussions and volunteer services. Before the launch of the theme Party Day, the Party branch should carefully study and determine the theme and content; After the implementation, the organization and implementation of the agreed items shall be done well.

With the consent of the Party organization, the Party organization of the unit to which the Party member belongs may include him or her in a Party branch or a Party group to participate in the organization's activities.

Article 17 Party branches shall hold organizational meetings at least once a year, generally in the fourth quarter of the year, and may also hold such meetings at any time according to work needs. The organizational life is usually held in the form of a Party member conference, a Party branch committee meeting or a Party group meeting.

Organization life should determine the theme, study carefully before the meeting, talk to talk, listen to opinions; At the meeting, problems will be checked, criticism and self-criticism will be carried out, and the direction of rectification will be clarified. Article 18 The Party branch shall generally conduct a democratic evaluation of Party members once a year, organize Party members to conduct Party spirit analysis against the standards for qualified members and the pledges of Party membership, and in the light of individual actual conditions.

The Party branch holds a general meeting of Party members and organizes Party members to conduct evaluation according to the procedures of individual self-evaluation, party members' mutual evaluation, and democratic evaluation. In Party branches with a large number of Party members, individual self-evaluation and mutual evaluation of Party members may be conducted within the scope of Party groups. The meeting of the Party branch committee or the Party members' congress shall put forward its assessment opinions on the basis of the review and the daily performance of Party members.

Party members of democratic assessors may carry out their activities together with their organizational life.

Article 19 Party branches shall conduct regular heart-to-heart talks. Between members of Party branches, between members of Party branches and party members, and between party members and party members, the annual heart-to-heart conversation is generally not less than 1. Heart-to-heart talks should be candid, exchange ideas, exchange ideas and help improve.

Party branches should pay attention to the analysis of party members' ideological and psychological state. The secretary of the Party branch shall help Party members with psychological counseling in case of major family changes, major difficulties or prominent physical and mental health problems; The secretary of the Party branch shall do a good job in ideological and political work with respect to the Party members who have been punished or who have had adverse reactions.

Chapter VI Construction of Party Branch Committees

Article 20 A Party branch with at least seven full Party members shall establish a Party branch committee. The Party branch committee consists of three to five members, usually no more than seven.

A Party branch committee shall have a secretary, a committee member for organization, a committee member for publicity, a committee member for discipline inspection, and a deputy secretary if necessary.

A branch with fewer than seven full Party members shall have a secretary and, if necessary, a deputy secretary.

Article 21 The term of office of a Party branch committee in a village or community is five years; the term of office of a Party branch committee in other grass-roots units is generally three years.

The Party branch committee shall be elected by the general meeting of Party members; the secretary and deputy secretary of the Party branch shall be elected by the general meeting of the Party branch committee; the secretary and deputy secretary of the Party branch without a committee shall be elected by the general meeting of Party members. Elected members of Party branches shall be reported to higher Party organizations for the record; Party branch secretaries and deputy secretaries shall be reported to the higher Party organization for approval. If a vacancy occurs for a secretary, deputy secretary or member of a Party branch, a by-election shall be held without delay. When necessary, a Party organization at a higher level may appoint a secretary or deputy secretary of a Party branch.

We will establish and improve the mechanism for reminding and urging Party branches to change their terms on schedule. According to the affiliation of the Party organization and the authority of cadre management, the superior Party organization will remind the Party branch of the expiration of the term of office six months in advance by sending a letter or telephone notice, etc., to prepare for the replacement of the term. Where the term of office needs to be extended or changed in advance, it shall be carefully examined and strictly checked, and the time limit for extending or changing the term in advance shall generally not exceed one year.

Article 22 The secretary of a Party branch presides over the overall work of the Party branch, urges other members of the Party branch to perform their duties and play their roles, focuses on self-improvement of the Party branch committee, and reports the work to the Party branch committee, the Party member conference and the Party organization at the next higher level.

The deputy secretary of the Party branch assists the secretary of the Party branch in his work. Other members of the Party branch shall carry out their work according to the division of duties.

Villages and communities shall pay attention to selecting Party branch secretaries from rich and capable villagers, demobilized veterans, business workers, rural teachers, rural doctors, social workers, college students, village officials, retired cadres and workers, and other groups. If no suitable candidate is available, the Party organization at the next higher level may appoint a Party branch secretary across regions or from a state organ, an enterprise or public institution. According to the work needs, superior party organizations can select outstanding cadres to serve as the first secretary of Party branches in villages and communities, guide and help Party branch secretaries to carry out their work, and mainly undertake duties and tasks such as building strong Party branches, promoting central work, serving the people, and improving the level of governance. A Party branch secretary of a village or community meeting the requirements may, through legal procedures, serve as the chairman of a village or neighborhood committee.

The secretary of a Party branch of a government organ, state-owned enterprise or institution shall generally be the principal person in charge of the department or unit, and may also be another person in charge of the department or unit. Party organizations at higher levels may designate Party cadres to be full-time Party branch secretaries when the work needs them.

In non-public economic organizations and social organizations, where Party branch secretaries are generally selected from the management level, attention should be paid to selecting Party branch secretaries from key members of their business. If there are no suitable candidates, the Party organization at the next higher level may appoint a Party branch secretary.

We will strengthen the building of a reserve team of Party branch secretaries, train outstanding Party members as reserve talents for Party branch secretaries, and establish a reserve talent pool for Party branch secretaries in villages and communities.

Article 25 Party organizations at higher levels shall conduct regular training for secretaries, deputy secretaries and other members of Party branches.

Training of Party branch secretaries shall be incorporated into the education and training plan for Party members and cadres, and the newly appointed Party branch secretaries shall be trained to hold their posts. The Organization Department of the CPC Central Committee organizes demonstration training for Party branch secretaries, and local governments, industries and systems generally carry out rotation training for all Party branch secretaries based on the affiliation of Party organizations. A Party branch secretary shall attend a centralized rotation training held by a Party organization at or above the county level at least once a year. Pay attention to overall arrangement, prevent frequent participation in training, and ensure that the Party branch secretary does a good job of daily work.

The training of Party branch secretaries, deputy secretaries and other members shall highlight the Party's basic theory, basic policies, basic knowledge and basic requirements for Party affairs, the Party's fine traditions and style of work, and Party rules and disciplines. Give full play to the role of excellent Party branch secretaries as mentors.

Article 26 Pay attention to the selection of leading cadres in towns and townships and sub-districts from outstanding village and community Party branch secretaries, the examination of civil servants and the recruitment of public institution personnel.

Cultivate and set up advanced model of Party branch secretary, give commendation and praise to excellent Party branch secretary.

Article 27 Members of a Party branch committee shall consciously accept supervision by higher Party organizations, Party members and the masses and strengthen mutual supervision.

The secretary of the Party branch shall report his/her duties to the Party organization at the next higher level and the Party member conference of the Party branch every year, and accept evaluation and assessment, and the assessment results shall be used as an important basis for evaluation and selection.

Article 28 We shall establish a working mechanism for continuous rectification of weak and lax Party branches. If they are unfit to hold the posts of secretary, deputy secretary or member of a Party branch, the Party organization at the next higher level shall make timely adjustments. Party organizations at higher levels shall promptly and seriously deal with problems such as soliciting and bribing votes in general elections, clan and religion, and interference and infiltration by black and evil forces.

Chapter VII Leadership and Guarantee

Article 29 Party committees (leading Party groups) at all levels shall regard the building of Party branches as the most important basic construction, conduct regular study and discussion, strengthen leadership and guidance, and earnestly fulfill their principal responsibilities. Party committees at the county level shall make a special study on the construction of Party branches at least once a year.

Secretaries of Party committees (leading Party groups) at all levels shall take the lead in establishing contact points for the work of Party branches, taking the lead in in-depth investigation and research at the grassroots level, discovering and solving problems, and summarizing experience in popularization.

Article 30 Organizational departments of Party committees shall regularly analyze, study and judge the construction of Party branches, strengthen classified guidance, supervision and inspection, expand the number of advanced Party branches, raise the level of intermediate Party branches, and rectify the backward Party branches. Strengthen the standardization and standardization of Party branches. Primary-level Party committees shall generally have full-time and part-time organizers to strengthen the specific guidance of the construction of Party branches.

Organizational departments of Party committees at all levels shall pay attention to understanding and controlling the daily performance of Party members and cadres through Party branches, and cadres shall listen to the opinions of the Party branch where the object of investigation belongs.

Village and community Party branch secretaries shall be placed under the record management of the Organization Department of county Party Committees.

Article 31 The work of Party branches in villages and communities shall be included in the inspection and supervision work of Party committees at the county level.

Article 32 The situation of Party branch construction shall be included in the important content of the report, evaluation and assessment of Party secretaries at all levels on the work of Party construction at the grassroots level, which shall serve as an important basis for judging their performance of the political responsibility of Party management and self-governance. Party committees at higher levels and their organizational departments shall conduct interviews if the construction of Party branches is not effective or the work is not implemented. Party members and the public who strongly complain about serious problems in building Party branches shall be held accountable in accordance with relevant regulations.

Article 33 Party organizations at all levels shall provide necessary conditions and guarantee funds for Party branches to carry out their work. We will strengthen the ability to guarantee operating funds for Party branches in villages and communities, implement remuneration for Party branch secretaries in villages and communities, and establish a normal growth mechanism according to the level of local economic development. To provide financial support for the work of Party branches of non-public economic organizations and social organizations. We will strengthen the construction of venues for activities of primary-level Party organizations in villages, communities, parks and other areas, and make active use of modern technology and information technology to give full play to their comprehensive functions of conducting office discussions, carrying out Party activities, and providing convenient services to the people.

Party fees managed by Party committees at or above the county level should be allocated to Party branches in accordance with a certain proportion each year, focusing on supporting Party branches in poverty-stricken villages, state-owned enterprises in difficulty, non-public economic organizations and social organizations, Party branches of floating Party members, and Party branches of retired cadres and workers to carry out Party activities.

Chapter VIII Supplementary Provisions

Article 34 Primary Party committees and general Party branch committees in villages and communities shall be governed by these Regulations.

Article 35 The Central Military Commission may formulate relevant provisions in accordance with these Regulations.

Article 36 Organization Department of the CPC Central Committee shall be responsible for the interpretation of these Regulations.

Article 37 These Regulations shall take effect as of October 28, 2018. Where other provisions concerning Party branches are inconsistent with these Regulations, these Regulations shall apply.
