Recently, the Politburo of the Communist Party of China held a meeting to consider the "Regulations of the Communist Party of China on the report of requests for instructions on major matters". Since then, the strict implementation of the report on requests for instructions has been raised to the height of the regulations. Regulations play an important role in the inner-party legal system, and their effectiveness is high and binding. The request report is the key to rectifying discipline. In its early days, the Communist Party of China put forward the proposition of establishing a request report system, sorting out the development of the report will help all regions and departments deeply understand the significance of strengthening the work of the report, and strengthen the consciousness of thought and action, carry out the request for the report into all work, reflected in the actual action.
in June 1923, the central government opened the door to the establishment of a reporting system by requiring"Local executive committees to report their reasons for the expulsion of party members from the Central and district executive committees".
On 17 October 1928, the Central Committee laid down detailed provisions on the timing, type, content and confidentiality requirements of reports in the outline of the report of the provincial committees to the Central Committee, and warned not to submit a detailed report on time, "The central will stop funding.".
On 15 December 1931, the provisional central government of the Chinese Soviet Republic issued a circular decree on the establishment of a reporting system, soviet governments at all levels were required to establish a system of regular reporting by subordinates to their superiors and a system of work inspection by superiors of subordinates.
On 25 November 1932, the decree of the Central Revolutionary Military Commission further required the units to introduce as a system the submission of materials to their superiors.
In September 1942, the Central Committee further promulgated the decision of the Central Committee of the Communist Party of China on the unification of the leadership of the party in the anti-japanese Base Areas and the adjustment of relations among organizations, requirements: "The leadership of the base in the implementation of policies and systems, must follow the instructions of the Central.". “When deciding on new issues that involve the universality of the whole party and the whole army, we must consult the central government. We must not make new and unconventional decisions on our own, thereby jeopardizing the unity of leadership of the whole party.”
In January 1948,Comrade Mao zhe dong drafted the Report System for the Central Committee, which made clear and detailed provisions on the subject in charge of the report, the content of the report, the method of writing the report, and the time and frequency of the report.
On March 25,1948, the Central Committee of the Communist Party of China issued the supplementary instructions of the Central Committee on the establishment of the reporting system.
From 8 to 13 September 1948, the Politburo of the Communist Party of China Conference deliberated and adopted the resolution on the reporting system for requests to the central authorities by the central bureaus, sub-bureaus, military regions, sub-committees of the Military Commissions and the former commissions, more detailed provisions have been made on the right to make decisions and on the reporting system of requests for instructions in various work. Since then, the reporting system has been established in the whole party and army.
In March 1953, the Central Committee of the Communist Party of China issued the decision on strengthening the reporting system of all departments of the Central People's government system to the Central Committee and strengthening the Central Committee's leadership over the work of the government, that the party groups of all Government Departments are directly under the leadership of the Central Committee of the Communist Party of China, and that all important policies, policies, plans and major matters in the work of the government must be consulted in advance with the Central Committee of the Communist Party of China, it can only be executed with the approval of the Central Committee of the Communist Party of China. The reporting system became an important institutional guarantee for the normal operation of the party organizations after the founding ceremony of the People's Republic of China.
September 1956, the Constitution of the Communist Party of China adopted by the Eighth National Congress of the Communist Party of China clearly requires that “Lower-level organizations of the party must regularly report their work to higher-level organizations. In the work of the subordinate organization, it is necessary to seek instructions from the higher organization in a timely manner on issues that should be decided by the higher organization.
From the 12th party congress in 1982 to the 19th party congress in 2017, it is clearly stipulated in the party constitution that“The lower-level organizations of the party shall not only seek instructions and report to the higher-level organizations for their work, but also independently and responsibly solve problems within the scope of their own responsibilities.” The strict implementation of the system of asking for permission to report major issues has become an important part of the system of party management and administration, and an important reflection of the party's fine tradition and political advantages.
In April 1988, the Central Commission for Discipline Inspection issued the circular on establishing a sound reporting system. “Notice” includes four contents, the main body of the report, the provinces, autonomous regions, municipalities directly under the Discipline Commission; To report to the Central Commission for Discipline Inspection on a regular basis; to the party committees at the same level; and, if necessary, directly to the Central Committee. This is the first time since the reform and opening-up, the Central Committee of the Communist Party of China proposed to establish and improve the party's internal reporting system.
September 1994, the Central Committee's decision on several major issues concerning party building, adopted at the fourth plenary session of the 14th Central Committee of the Communist Party of China, clearly states: “All localities and departments should firmly establish the concept of the overall situation, resolutely implement the resolutions and decisions of the Central Committee, work creatively in the light of actual conditions, and request instructions and reports on major issues.”
In October 1994, the circular of the CPC Central Committee on strengthening the construction of rural grass-roots organizations clearly stipulated that the party committees of all provinces, autonomous regions and municipalities directly under the central government, the progress of the construction of rural grass-roots organizations shall be reported to the party central committee in written form on a regular basis each year.
December 2003, the CPC inner-party Supervision Regulations (for trial implementation) stipulate that“Party organizations shall report or seek instructions from higher-level party organizations within the prescribed time limits and procedures.” The inner-party reporting system shall be applied to the inner-party supervision regulations, it not only restricts the party organization and its members, but also enriches the content of the party's internal reporting system.
in July 2009, the Regulations on inspection work of the Communist Party of China (for trial implementation) were promulgated. The inspection team shall strictly implement the system of requesting instructions and report on important situations and major issues in the inspection work in a timely manner. This is the first official regulation on the inspection system, and it is also the first time that the content of the party's internal report is stipulated in the inspection system.
In January 2014, General Secretary Xi jian ping pointed out at the third Plenary session of the 18th CPC Central Commission for Discipline Inspection: "The request for instructions and reporting system is an important system of our Party and an effective working mechanism for implementing the Party's democratic centralism."
On October 27,2016, the sixth plenary session of the 18th Central Committee of the Communist Party of China (CPC) adopted a number of guidelines on political life within the party under new circumstances, stressing that“The whole party must strictly implement the system of requesting instructions for reporting on major issues”. This is an important measure to strengthen and standardize the political life within the party and to promote strict governance of the party in an all-round way under the new situation. It is of great significance to fully implement this requirement for upholding the party's leadership, maintaining the party's centralization and unity, and improving the party's level of leadership and governance.
In January 2019, the Politburo of the Communist Party of China held a meeting to consider the “Regulations of the Communist Party of China on the report on requests for instructions on major matters”, requiring the unification of the report on requests for instructions and the performance of duties and duties, the report must be reported, the responsible must be responsible, the responsibility must be assumed.
