Chapter I Party Members
Article 3 Party members must fulfill the following obligations:

4. Article 4 Party members shall enjoy the following rights:
(1) To attend relevant Party meetings, read relevant Party documents and receive education and training from the Party.
2) To participate in discussions on the Party's policies at Party meetings and in Party newspapers and periodicals.
3) To make suggestions and proposals on the work of the Party.
(4) to make groundless criticism of any Party organization or member at Party meetings, expose or report to the Party in a responsible way the fact that any Party organization or member has violated the law or discipline, demand punishment of any Party member who has violated the law or discipline, and demand the dismissal or replacement of incompetent cadres.
(5) to exercise the right to vote and vote and to stand for election.

(7) If they have different views on the Party's resolutions and policies, they may declare their reservations on the condition that they are carried out resolutely and may submit their views to higher Party organizations up to the Central Committee.
(8) To submit requests, appeals and charges to higher Party organizations up to and including the Central Committee, and to demand responsible replies from the organizations concerned.
No Party organization at any level, up to the Central Committee, has the right to deprive a Party member of these rights.
Article 5 In recruiting Party members, political criteria must be given top priority and the principle of individual recruitment through Party branches must be upheld.
A person who applies for Party membership must fill out a form of application for Party membership, be introduced by two full Party members, be approved by a general meeting of the Party branch, be approved by the Party organization at the next higher level, and be admitted as a full Party member after a preliminary period of investigation.
The introducer must carefully understand the applicant's thoughts, qualities, experience and work performance, explain to him the Party's program and constitution, explain the conditions, obligations and rights of Party members, and make a responsible report to the Party organization.
Party branch committees must solicit opinions from relevant people inside and outside the Party, conduct strict examination of applicants for Party membership, and submit them to the general meeting of the Party branch for discussion only after they are deemed qualified.
Before approving an applicant to join the Party, the Party organization at a higher level shall send someone to talk to him for further understanding and to help him improve his understanding of the Party.
Under special circumstances, the Central Committee of the Party and the committees of provinces, autonomous regions, and municipalities directly under the Central Government may admit Party members directly.
Article 6 A probationary member must take an oath of membership in front of the Party flag.
Article 7 The reserve period of a probationary Party member shall be one year. Party organizations shall conscientiously educate and investigate probationary members.
The obligations of probationary members are the same as those of full members. The rights of probationary members are the same as those of full members, except that they have no right to vote, vote and stand for election.
Upon the expiration of the probationary period for a probationary member, the Party branch shall promptly discuss whether the probationary member can be admitted as a full member. Those who conscientiously fulfill their obligations as party members and meet the requirements for membership shall be granted full membership on schedule; If it is necessary to continue the investigation and education, the reserve period may be extended, but not more than one year; If a person fails to perform his obligations as a party member and does not meet the requirements for membership, his probationary membership shall be revoked. The conversion of a probationary party member to a full party member, the extension of the probationary period, or the cancellation of the probationary party membership shall be subject to discussion and approval at the general meeting of the Party branch and approval by the Party organization at the next higher level.
The probationary period of a probationary member shall begin on the day that the general meeting of the branch approves him as a probationary member. The length of service of a Party member shall be counted from the date on which he becomes a full Party member after the expiry of the probationary period.
Article 8. Every Party member, regardless of his or her position, must be enrolled in a Party branch, group or other specific organization, participate in the activities of the Party organization and accept supervision by the masses inside and outside the Party. Leading Party officials must also attend democratic meetings held by Party committees and leading Party members' groups. There shall be no special Party member who does not participate in the activities of the Party organization or accept supervision by the masses inside or outside the Party.
Article 9 A Party member shall have the freedom to withdraw from the Party. If a Party member requests to withdraw from the Party, his/her expulsion shall be announced after discussion at a general meeting of the Party branch and reported to a higher Party organization for the record.
If a Party member lacks the revolutionary will, fails to fulfill his obligations or meet the requirements for membership, the Party branch shall educate him and require him to correct himself within a specified time; If he has not changed after education, he shall be persuaded to quit the Party. Any attempt to persuade a Party member to leave the Party shall be discussed and decided at a general meeting of the Party branch and submitted to a higher Party organization for approval. If a Party member who has been advised to leave the Party persists, the matter shall be submitted to a general meeting of the Party branch for discussion, and a decision shall be made on his expulsion, which shall be reported to a higher Party organization for approval.
A Party member who, for six consecutive months without a valid reason, does not participate in the activities of Party organizations, pay party membership fees, or do any work assigned by the Party is considered to have voluntarily left the Party. The congress of the Party branch shall decide on the expulsion of such a Party member and report it to the next higher Party organization for approval.
Chapter II The organizational system of the Party
Article 10. The Party is a unified entity organized in accordance with its own program and constitution and democratic centralism. The basic principles of the Party's democratic centralism are:
(1) Individual Party members are subordinate to the Party organization, the minority is subordinate to the majority, lower organizations are subordinate to higher organizations, and all Party organizations and all Party members are subordinate to the National Congress and the Central Committee of the Party.
(2) Leading Party bodies at all levels, except the representative bodies dispatched by them and the leading Party members' groups in non-Party organizations, are elected by election.
3. The highest leading organs of the Party are the National Congress of the Party and the Central Committee it elects. The local leading organs of the Party at all levels are the local Party congresses and the committees they elect. Party committees at all levels are responsible to and report on their work to the congresses at the corresponding levels.
4. Higher-level Party organizations must constantly listen to the views of lower-level organizations and the masses of Party members and promptly solve problems raised by them. Lower-level Party organizations must not only request instructions from higher-level organizations and report on their work, but also independently and responsibly solve problems within the scope of their duties. Higher and lower level organizations should exchange information, support and supervise each other. Party organizations at all levels should, in accordance with regulations, make Party affairs open so that Party members can better understand and participate in Party affairs.
5. Party committees at all levels practice the system of combining collective leadership with individual responsibility based on division of labor. All major issues must be decided upon through collective discussion by Party committees in accordance with the principles of collective leadership, democratic centralism, individual deliberation and decision at meetings. The members of the committee should earnestly perform their duties in accordance with the collective decision and the division of labor.

Party congresses at all levels adopt a tenure system for deputies.
Article 12 The Central Committee of the Party and the local committees at all levels shall, when necessary, convene meetings of deputies to discuss and decide on major issues requiring prompt solution. The number of deputies and the method for their selection shall be decided by the committee convening the deputies meeting.
Article 13 The establishment of a new Party organization or the dissolution of an existing one must be decided upon by the Party organization at a higher level.
When a local Party congress at any level or a primary Party congress is not in session, the Party organization at the next higher level may, when it deems it necessary, transfer or appoint principals of the Party organization at the lower level.
The Central Party and local committees at various levels may dispatch representative organs.
Article 14 The Central Committee of the Party and the committees of provinces, autonomous regions and municipalities directly under the Central Government shall, within a term of office, conduct inspections to cover all Party organizations in the localities, departments, enterprises and institutions under their control.
Party leading groups (Party committees) of relevant ministries and commissions of the Central Committee and state organs and departments shall carry out inspections according to work needs.
The city (prefecture, prefecture, league) and county (city, district, banner) Party committees shall establish an inspection system.
Article 15 When making decisions on important issues concerning lower-level organizations, the leading organs of the Party at all levels shall, under normal circumstances, seek the opinions of the lower-level organizations. Unless there are special circumstances, the leading organ at a higher level shall not interfere in matters that should be handled by a lower organization.
Article 16 On major national policy issues, only the Central Committee has the power to make decisions. Party organizations of various departments and localities may make suggestions to the Central Committee, but may not make decisions or express their views to the public without authorization.
Lower Party organizations must resolutely implement the decisions of higher Party organizations. If a lower-level organization considers that a decision of a higher-level organization does not conform to the actual conditions in its own region or department, it may request a change; If the higher-level organization persists in its original decision, the lower-level organization must implement it and must not publicly express different opinions, but has the right to report to the organization at the next higher level.
The newspapers, periodicals and other means of publicity of Party organizations at all levels must publicize the Party's line, principles, policies and resolutions.
Article 17 In discussing and making decisions on matters, Party organizations must implement the principle of the minority being subordinate to the majority. When important issues are decided, a vote is taken. The different opinions of the minority should be taken into serious consideration. If there is a dispute over an important issue and the two parties are close in number, except in emergency cases where the majority opinion must be carried out, the decision shall be postponed for further investigation and study, exchange of views and another vote; Under special circumstances, the dispute may also be reported to a higher organization and a ruling may be requested.
If an individual Party member makes an important statement on behalf of a Party organization that goes beyond what the Party organization has decided on, he or she must submit it to the Party organization to which he or she belongs for discussion and decision or to a higher Party organization for instructions. No Party member, regardless of his or her position, can personally decide on major issues. In the event of an emergency, when a decision must be made by an individual, it shall be reported promptly afterwards to the Party organization. Article 18 The Central, local and primary Party organizations must all attach great importance to Party building, regularly discuss and inspect the Party's work in publicity, education, organization, discipline inspection, mass work and united front work, etc., and pay close attention to the ideological and political situation inside and outside the Party.
Chapter III Central Organization of the Party
Article 19 The National Congress of the Party is held once every five years and is convened by the Central Committee. The National Congress may be held in advance if the Central Committee deems it necessary, or if more than one third of the provincial-level organizations so request; It shall not be postponed unless there are extraordinary circumstances.
The number of deputies to the National Congress and the method of election shall be determined by the Central Committee.
Article 20 The functions and powers of the National Congress of the Party are as follows:

(3) to discuss and decide on major issues concerning the Party;
(4) to amend the constitution of the Party;
(5) to elect the Central Committee;

Article 21 The functions and powers of the National Conference of the Party are as follows: to discuss and decide on major issues; To readjust and co-elect some members of the Central Committee and the Central Commission for Discipline Inspection. The number of members and alternate members of the Central Committee to be adjusted or co-elected shall not exceed one fifth of the respective total number of members and alternate members of the Central Committee elected by the Party's National Congress.
Article 22 The Central Committee of the Party is elected for a term of five years. If a National congress is held earlier or later, its term of office shall be changed accordingly. Members and alternate members of the Central Committee must have at least five years of Party standing. The number of members and alternate members of the Central Committee shall be decided by the National Congress. Vacancies of members of the Central Committee shall be filled by alternate members of the Central Committee in order of the number of votes they receive.
The plenary session of the Central Committee is convened by the Political Bureau of the Central Committee and shall be held at least once a year. The Political Bureau of the CPC Central Committee reports on its work to the plenary session of the CPC Central Committee and accepts oversight.
Article 23 The Political Bureau of the Central Committee, the Standing Committee of the Political Bureau of the Central Committee and the general Secretary of the Central Committee are elected by the plenary session of the Central Committee. The Secretariat of the CPC Central Committee is the administrative body of the Political Bureau of the CPC Central Committee and its Standing Committee. The General Secretary of the CPC Central Committee is responsible for convening meetings of the Political Bureau and the Standing Committee of the Political Bureau of the CPC Central Committee and presiding over the work of the Secretariat of the CPC Central Committee.
The members of the Central Military Commission are decided upon by the Central Committee, and the Chairman assumes overall responsibility for the Commission.

Article 24 The Party organizations of the Chinese People's Liberation Army shall work in accordance with the instructions of the Central Committee. Chapter IV Local Party Organizations
Article 25 The Party congresses of provinces, autonomous regions and municipalities directly under the Central Government, cities divided into districts and autonomous prefectures, counties (banners), autonomous counties, cities not divided into districts and municipal districts shall be held once every five years.

Article 27 A Party committee of a province, autonomous region, municipality directly under the Central Government, city divided into districts, or autonomous prefecture shall be elected for a term of five years. The members and alternate members of these committees must have a party membership of at least five years.
The Party committee of a county (banner), autonomous county, city not divided into districts or municipal district shall be elected for a term of five years. The members and alternate members of these committees must have at least three years of party standing.
If a local Party congress at any level is held earlier or later, the term of office of the committee elected by the local Party congress shall be changed accordingly.
The number of members and alternate members of a local Party committee at any level shall be determined by the committee at the next higher level. Vacancies on the local Party committees at any level shall be filled by alternate members in order of the number of votes they received.
Local Party committees at all levels shall hold plenary sessions at least twice a year.
When a local Party committee at any level is not in session, it shall carry out the instructions of the Party organization at the next higher level and the resolutions of the Party congress at the corresponding level, direct the work of its own locality and report its work to the Party committee at the next higher level on a regular basis.
Article 28 Local Party committees at all levels elect their standing committees, secretaries and deputy secretaries at their plenary meetings and report to the next higher Party committee for approval. The standing committees of local Party committees at various levels exercise the functions and powers of the committees when they are not in plenary session. During the session of the next Congress, it shall continue to preside over its regular work until a new Standing Committee is formed.
The standing committees of local Party committees at all levels report regularly on their work to the plenary sessions of the committees and accept their supervision.
Article 29 District Party committees and their equivalent organizations are representative organs dispatched by the Party committees of provinces or autonomous regions within several counties, autonomous counties or cities. It shall, as authorized by the provincial or autonomous regional committee, direct the work of its own region.
Chapter V Primary Party Organizations
Article 30 Primary-level Party organizations shall be established in enterprises, rural areas, government organs, schools, scientific research institutes, subdistricts and communities, social organizations, companies of the People's Liberation Army and other primary-level units where there are three or more full Party members.

Article 34 A Party branch is the basic organization of the Party and is responsible for directly educating, managing and supervising Party members and for organizing, publicizing, rallying and serving the people.
Chapter VI Party Cadres
Article 35 Party cadres are the backbone of the Party's cause and public servants of the people. They must be loyal, clean and responsible. In selecting officials, the Party adheres to the principle of having both ability and integrity and putting ethics first. It adheres to the principle of appointing officials on merit, putting the cause first, being fair and upright, and opposing favouritism. The Party attaches great importance to the education, training, selection, assessment and supervision of cadres, especially the training and selection of outstanding young cadres. We will actively advance reform of the cadre system.
The Party attaches great importance to the training and selection of female cadres and cadres from ethnic minorities.
Article 36 Leading Party cadres at all levels must have firm convictions, serve the people, be diligent and pragmatic in political affairs, have the courage to take responsibility, be honest and honest, and perform their duties as Party members set forth in Article 3 of these Articles of Association in an exemplary manner. Article 41 There are five types of disciplinary sanctions against a Party member: warning, serious warning, dismissal of one's post within the Party, probation in the Party, and expulsion from the Party.
The maximum suspension will not exceed two years. A Party member under probation shall not have the right to vote, vote or stand for election. Article 42. Any disciplinary action taken against a Party member must be discussed and decided upon at a general meeting of the Party branch and reported to the primary Party committee for approval. If the issue involved is relatively important or complicated, or if a Party member is to be expelled from the Party, the matter shall be reported to the Party Commission for discipline inspection at or above the county level for examination and approval, according to the respective circumstances. In special circumstances, the Party committees and commissions for discipline inspection at and above the county level have the power to decide directly on disciplinary action against a Party member.
Any member or alternate member of the Central Committee of the Party who is given a warning or a serious warning shall be examined by the Standing Committee of the Central Commission for Discipline Inspection and reported to the Central Committee for approval. Any punishment of warning or serious warning to a member or alternate member of a local Party committee at any level shall be approved by the commission for discipline inspection at the next higher level and reported to its Party committee at the corresponding level for the record.
If a member or alternate member of the Central Committee or a local committee at any level is to be removed from his or her position within the Party, placed on probation or expelled from the Party, the decision must be made by a two-thirds majority at a plenary meeting of the committee to which he or she belongs. Article 43 When a Party organization makes a decision on a disciplinary measure against a Party member, it shall ascertain the facts from facts. The facts and materials on which the disciplinary decision is based and the disciplinary decision must be met with the person concerned and heard to explain the situation and defend himself. Article 44 Party organizations must be held accountable if they fail in their duties in safeguarding Party discipline.
For a Party organization that has seriously violated Party discipline and cannot be corrected by itself, the Party committee at the next higher level shall, after ascertaining and verifying the case, make a decision to reorganize or dissolve it in light of the seriousness of the case, report it to the Party committee at the next higher level for examination and approval, and formally announce the decision for implementation.
Chapter VIII Party Organs for Discipline Inspection
Article 45 The Party's Central Commission for Discipline Inspection acts under the leadership of the Central Committee of the Party. Local Party commissions for discipline inspection at various levels elect their standing committees, secretaries and deputy secretaries at their plenary meetings, which shall be approved by the Party committees at the corresponding levels and reported to the Party committees at the next higher levels for approval. Whether a primary Party committee should establish a commission for discipline inspection or a commission for discipline inspection shall be decided by the Party organization at the next higher level in light of the specific circumstances. The Party's central and local commissions for discipline inspection shall dispatch discipline inspection teams to all Party and state organs at the same level. The leaders of discipline inspection groups attend relevant meetings of the Party leading organizations in the departments in which they are stationed. Their work must be supported by the leading Party organization in that organ.
Article 46 The Party's commissions for discipline inspection at all levels are dedicated organs for intra-Party supervision. Their main tasks are: to safeguard the Constitution and other intra-Party laws and regulations; to inspect the implementation of the Party's line, principles, policies and resolutions; to assist Party committees in promoting overall and strict self-governance of the Party; to strengthen Party conduct; and to organize and coordinate anti-corruption efforts.
The duties of the Party's commissions for discipline inspection at all levels are to supervise, enforce discipline and hold Party members accountable. They must regularly educate Party members to observe discipline and make decisions on the maintenance of Party discipline. To supervise the performance of their duties and exercise of power by Party organizations and leading cadres of Party members; to accept and handle complaints and reports from the masses of Party members; To examine and handle relatively important or complicated cases in which Party organizations and Party members violate the Constitution and other internal laws and regulations of the Party, and to decide or cancel sanctions against Party members in such cases; Conduct accountability or make recommendations for accountability; To accept complaints and appeals from Party members; We will protect the rights of Party members.
Commissions for discipline inspection at all levels shall report to the Party committees at the corresponding levels the problems in handling especially important or complicated cases and the results of their handling. Local Party commissions for discipline inspection at all levels and primary-level commissions for discipline inspection shall simultaneously report to higher commissions for discipline inspection.
If a commission for discipline inspection at any level discovers that a member of a Party committee at the corresponding level has violated Party discipline, it may first conduct preliminary verification. If it needs to register the case for inspection, it shall report to the commission for discipline inspection at the next higher level while reporting to the Party committee at the corresponding level. If a member of the Standing Committee is involved, the report shall be submitted to the commission for discipline inspection at the next higher level for preliminary verification; if there is a need for examination, the commission shall report the case to the Party committee at the corresponding level for approval.
Article 47 A COMMISSION for DISCIPLINE inspection at a higher level shall have the power to inspect the work of the commission at the lower level and to approve and alter the decisions made by the commission on a case. If the decision of the lower commission for discipline inspection to be changed has already been approved by the Party committee at the corresponding level, the change must be approved by the Party committee at the next higher level.
If a local Party commission for discipline inspection at any level or a primary Party commission for discipline inspection disagrees with the decision of the Party committee at the corresponding level in handling a case, it may request the commission for discipline inspection at the next higher level to reexamine it. If a Party committee at the corresponding level or one of its members is found to have violated Party discipline, it shall have the right to appeal to a higher commission for discipline inspection for assistance in handling the matter if the committee fails to resolve the matter or if it fails to do so correctly.
Chapter IX Party Leading Group
Article 48 A leading Party group may be established in the leading organ of a central or local state organ, a people's organization, an economic or cultural organization or any other non-Party organization. The leading Party Group plays the role of the core of leadership. The main task of the leading Party members' Group is to carry out the Party's line, principles and policies; To strengthen leadership over Party building in their own units and fulfill their responsibility for comprehensively enforcing strict Party governance; To discuss and decide on major issues of the unit; To manage cadres well; To discuss and decide on important matters such as the readjust of primary-level Party organizations and the recruitment and punishment of Party members; Unite non-Party cadres and the people to accomplish the tasks assigned by the Party and the state; To direct the work of Party organizations of the organs and directly affiliated institutions.
Article 49 The membership of a leading Party Committee is decided by the Party organization that approves its establishment. The leading Party Group shall have a secretary and, when necessary, deputy secretaries.
A leading Party member Group must obey the leadership of the Party organization that approved its establishment.
Article 50 Party committees may be established in State departments exercising centralized and unified leadership over their subordinate units. The Central Committee shall prescribe separately the methods for their formation, functions, powers and tasks.
Chapter X The Relationship between the Party and the Communist Youth League
The Central Committee of the Communist Youth League is under the leadership of the Central Committee. Local CYL organizations at various levels are under the leadership of the Party committees at the corresponding levels and at the same time are under the leadership of higher CYL organizations.
Article 52 Party committees at all levels shall strengthen leadership over the Communist Youth League and pay attention to the selection and training of league cadres. The Party must firmly support the Communist Youth League in carrying out its work in a lively and creative way in light of the characteristics and needs of young people, and give full play to the League's role as a commando force and a bridge between young people.
Secretaries of league committees at or below the county level and those of enterprises and institutions who are Party members may attend meetings of Party committees and standing committees at the corresponding levels as non-voting delegates.
Chapter 11 Party Emblem and Flag
Party organizations at all levels and every Party member must safeguard the dignity of the Party emblem and flag. Party emblems and flags should be made and used in accordance with regulations.
