The Ministry of Ecology and Environment recently issued the Implementation Plan for the Special Investigation and Rectification of "Phosphorus triphosphate" in the Yangtze River, guiding Hubei, Sichuan, Guizhou, Yunnan, Hunan, Chongqing, Jiangsu and other seven provinces (municipalities) to carry out centralized investigation and rectification.

The relevant person in charge of the law Enforcement Bureau of the Ministry of Ecology and Environment introduced that the "plan" clarified the general requirements and work arrangements for the special investigation and rectification of the Yangtze River "triphosphorus", which can be summarized into three key points and five stages.

"Three key points" refers to phosphate ore, phosphorus chemical industry and phosphogypsum storage. Phosphate mine remediation aims at achieving the standard discharge of mine drainage, effectively controlling dust in mining area, and implementing ecological restoration measures in mine. Phosphorus chemical remediation focuses on the diversion of rain and pollution, the effective collection and treatment of initial rainwater, the completion and normal operation of pollution prevention and control facilities, and the standard discharge of efflorescence wastewater. Phosphorus fertilizer enterprises focus on the construction of sewage treatment facilities and the effective reuse of wastewater. Phosphorus pesticide enterprises focus on strengthening the recovery and treatment of mother liquor; Yellow phosphorus enterprises should focus on implementing the zero discharge of wastewater containing elemental phosphorus and preventing the loss of yellow phosphorus. Remediation of phosphogypsum storage focuses on regular monitoring of groundwater, effective collection and treatment of leachate, standardized construction of return pool, flood detention ditch and flood drainage channel, and comprehensive utilization of phosphogypsum.

"Five stages", that is, "problem inspection, plan formulation, checklist verification, progress monitoring and effectiveness verification" five stages.

One is the problem screening stage? Check the problems, organize and carry out the investigation of "triphosphorus" problems, master the problem list, and sort out the industry typical.

Second is the classification of remediation stage? Plan, formulate the "one enterprise one policy" rectification plan, form the rectification ledger, carry out rectification by classification, pull a ledger to promote the rectification task.

The third is the missing and filling stage? Proofread the list, carry out intensive supervision, check the list of problems and rectification plans, check the omissions and fill the gaps, check the concealment and omission, and complete the rectification of yellow phosphorus enterprises.

Fourth, the stage of supervision and promotion? Monitor the progress, verify the rectification situation, supervise the progress of rectification, sell the number of rectification tasks that have been completed, and complete the rectification of phosphate mines, phosphate fertilizer enterprises and phosphorus-containing pesticide enterprises.

Fifth, the verification and acceptance stage? Nuclear effectiveness, continue to promote the rectification of key phosphogypsum depots, constantly solve outstanding problems, check and accept the effectiveness of the "three phosphorus" special investigation and rectification action.

Ecological environment law enforcement department officials pointed out that the Yangtze river "3 p" rectification action is "the protection and restoration of the Yangtze river" a major battle in the battlefield use for about two years time, the basic understanding "3 p" industry base, the key to solve "3 p" in the industry pollution, risk big, prominent ecological environment problems such as serious violation.
